Bhutan: green transformation in construction sector

Bhutan has successfully taken the first steps towards adapting its vocational eduction and training to global standards with the aim of a socio-ecological transformation of its economy. A recently completed small-scale measure by the Chamber of Skilled Crafts Frankfurt-Rhein-Main focused on the development of climate-friendly training models in the plumbing, heating and air conditioning sector in order to retain the younger generation in the country and address the shortage of skilled workers in the construction sector. The initiative met with positive feedback and laid the foundation for further reforms in Bhutan's vocational training system.

Bhutan, known for its concept of Gross National Happiness, needs impetus to create economic prospects for young people in the country and to support the energy transition with well-qualified skilled workers in the construction sector. The Frankfurt-Rhine-Main Chamber of Skilled Crafts therefore initiated a pilot project together with the Royal Ministry of Education and Skills Development of Bhutan, a local vocational school and construction associations to develop practical and environmentally friendly training methods. The focus was on the plumbing, heating and air conditioning sector in order to establish innovative construction technologies and improve the image of skilled trades. The project was funded by the Ministry for Economic Cooperation and Development as part of sequa's pre-project fund.

The results achieved are promising: a new curriculum in the plumbing, heating and air conditioning trade has been developed, a model toilet facility has been built to German standards and an educational advisory board for technical and vocational training has been initiated. Germany remains an important partner for Bhutan in achieving its transformation goals, particularly in the large-scale Gelephu Mindfulness City project, which aims to keep young people in the country and promote sustainable development in southern Bhutan. A longer-term partnership with the Frankfurt-Rhine-Main Chamber of Skilled Crafts is planned.
